The participation and assessment scheme (OAS) for the zoning of the Sakatti Project has been made available for public viewing

The Municipality of Sodankylä has made available for public viewing the participation and assessment scheme (OAS, osallistumis- ja arviointisuunnitelma) related to the zoning plan of the Sakatti Project as of 3 June 2026. The OAS is the initial document of the zoning process, describing how the zoning will proceed, what impacts will be assessed, and how stakeholders may participate in the planning.
According to the Land Use and Building Act, stakeholders have the right to comment on the preparation of the plan, assess its impacts, and express their opinions. Stakeholders include, among others, landowners and residents of the area, as well as those whose housing, work, or other conditions may be significantly affected by the zoning project. Stakeholders also include authorities, associations, organizations, and communities that operate in the area or whose field of activity is addressed in the plan.
The zoning process now underway will specify the placement of mining operations, support functions, traffic and infrastructure, as well as technical services. In addition, the zoning plan will define both operational and permanent buffer zones, structures, and connections.
The planned zoning area for the Sakatti Project consists mainly of undeveloped commercial forest land. The area covers approximately 10.4 km².
Land use in the municipality is defined by the partial master plan of Sodankylä and the more detailed local detailed plan. Both follow the guidelines of the regional phased land use draft plan prepared by the Regional Council of Lapland. The draft plan proposal, completed in May 2026, is currently under consideration by the Finnish Government, as the Sakatti multi-metal deposit is located on the western edge of Viiankiaapa, partly beneath a Natura and mire conservation area.
In addition to the zoning phase, the planned Sakatti mine requires numerous other permits. These include, for example, an environmental permit, a water permit, a mining permit, and permits related to mining safety.
