The regional phased land use plan proposal for the Sakatti Project has been completed and made available for public viewing

The regional phased land use plan proposal for the Sakatti Project, prepared by the Regional Council of Lapland, has been completed and is available for public viewing until 24 April 2026. The purpose of the public display is to gather feedback from stakeholders to finalise and approve the plan.

The Sakatti regional phased land use plan defines the general principles for how land use for the mining project will be organised within the municipality of Sodankylä.

Once the regional-level plan proposal has been processed and any necessary adjustments made, the Council of the Regional Council of Lapland may decide on its approval. Before final approval, the Regional Council will seek an exemption from the Natura protection decision from the Finnish Government.

After the regional phased land use planning is completed, Sodankylä municipality’s general and detailed planning will determine the locations of traffic arrangements, the power line and support structures, solutions related to water management, and ways to safeguard conservation values.

Stakeholders include landowners in the area and those whose living conditions, work, or other circumstances may be significantly affected by the plan. In addition, participants include authorities and organisations whose areas of responsibility are addressed in the planning.

The Regional Council of Lapland organised a public event regarding the plan proposal in Sodankylä on 31 March 2026. Participation was also possible remotely.

Planning work since 2020

The Sakatti regional phased plan was initiated in 2020. Over the years, the plan has been available for public viewing several times; most recently, the draft was made available to the public and stakeholders in September–October 2025. The round of official statements for the plan proposal began in December 2025.

A regional phased land use plan is a regional-level plan that, as the name suggests, focuses on planning for a specific, limited area. The regional phased plan complements the currently valid regional plan.
